Expert outlines systems approach to managing disasters

Prof. Slobodan identified three systems including natural systems,
human systems and constructed systems while positioning his approach.
Reliability, resilience and robustness of systems is critical in
managing disasters, he said, adding that disaster management is the
process of managing individuals, organizations, societies and the
environment.

He quoted four successful examples of using the systems approach
including instances of flood evacuation process, selection of flood
management alternatives, water resources disaster management under
spatially variable risk, and vulnerability of municipal infrastructure
to climate change.
