Programme Specialist

United Nations Environment Programme Regional Office for Asia and the Pacific (UNEP ROAP) provides leadership and encourages partnership in caring for the environment by inspiring, informing, and enabling nations and peoples in Asia and the Pacific to improve their quality of life without compromising that of future generations.
In Asia Pacific, UNEP works at both the sub-regional and national level to (i) promote regional cooperation, (ii) strengthen the environment community, (iii) identify and respond to emerging issues, and (iv) lead by example. UNEP ROAP assists governments, local authorities as well as industry to develop and implement cleaner and safer policies and strategies that encourages efficient use of natural resources and reduces risks for humans and the environment. UNEP ROAP also partners with regional bodies and processes such as the Asia-Pacific Forum for Environment and Development (APFED) to promote sustainable development.
APFED was established with approval of the 10th Environment Congress for Asia and the Pacific (ECO ASIA 2001) in October 2001 to address critical issues facing Asia and the Pacific region and to propose a model of equitable and sustainable development for the region. The APFED will discuss major constrains on sustainable development in Asia-Pacific region and examine a framework of sustainable development with a long-term perspective, looking to the year 2025 and beyond.
UNEP ROAP and APFED Secretariat are jointly administering the Innovation Showcase for Sustainable Development or 'Showcase Programme'. The Programme aims to demonstrate, through the implementation of showcase projects, the following types of innovative practices for sustainable development in the Asia-Pacific region.
Duties and Responsibilities:
Under the guidance and overall supervision of the Regional Director, and the direct supervision of the Deputy Regional Director, the Programme Specialist is responsible for:
- Coordinate the APFED Showcase Programme in close collaboration with other UNEP ROAP officers, APFED Secretariat, and the Network of Research Institutes for Sustainable Development (NetRes);
- Assist with the establishment of APFED Showcase Facility and support the day to day work of the Facility on the following works:
- Receiving proposals for showcase projects;
- Selecting successful proposals for showcase projects;
- Appointing one of the NetRes Institutes to each selected showcase project;
- Collaborating with the assigned NetRes institution to consolidate a project implementation plan;
- Providing grants for intellectual inputs to the selected showcase projects through the NetRes institutions;
- Supporting the implementation of showcase projects;
- Collecting reports on the showcase projects from the responsible NetRes institutions;
- Preparing a synthetic evaluation report of the Showcase Programme;
- Assist with implementation of other activities under UNEP ROAP and UNEP Regional Resource Centre for Asia and the Pacific (RRC.AP) such as the Advanced Waste Management Project and 3R Knowledge Hub;
- Provide input to all other UNEP ROAP and UNEP RRC.AP projects and undertakings as relevant;
- Participate in the meetings, workshops and technical seminars; and
- Perform other duties as advised by the Regional Director and Deputy Regional Director.
Performance Assessment:
The Programme Specialist will be under the direct supervision of the Deputy Regional Director of UNEP ROAP who will be the first supervision in terms of performance evaluation.
Qualifications and Experience:
- Post-graduate level degree in environment-related discipline, economic, science, engineer, environmental management, natural resources conservation, or sustainable development;
- About five years experience in environmental management and/or sustainable development, work experience in multiple countries of Asia and the Pacific region is an asset;
- Experience in one or more areas related to waste treatment and disposal, waste minimization, cleaner production, sustainable consumption, or 3R (reduce, reuse, and recycle) will be an added advantage;
- Fluent written and spoken communication skills in English;
- Ability to draft clear and concise written material;
- Relevant experience in working in a multicultural environment;
- Willingness to undertake extensive travel and fieldwork;
- Familiarity with Microsoft programs, Internet, and other Window-based computer applications.
