Aquaculture & Aquatic Resources Management, School of Environment, Resources & Development, is looking for a Technical Advisor (Ref. No. 024), reporting to Dr. Amrit Bart. Deadline of Application is 31 August 2006.

To Coordinate Operational Development of the Kamphuam Learning Center

Terms of Reference:

The individual will be assigned to develop an operational plan for the Kamphuan Learning Center in Ranong Province and raise institutional support for the Center's initiatives. This requires innovative thinking, outreach, development of institutional partnerships, knowledge of Thai culture and institutional opportunities, programming, and budgeting skills.

Physical construction of the Center is scheduled for completion in December. At that time there will be a high-level inauguration ceremony. It is important that by that time the program and management structure of the Center is well advanced.

Responsibilities:

  • Assess experience in Thailand with similar endeavors (small business development centers, public-private supported learning centers)
  • Assess experience in Thailand with 'Master Gardener' or landscaping training and certification schemes for the public and provide ideas for program development
  • Consult with local institutions (e.g. Coca Cola, Rotary Club, TAO, NATR, Kenan Institute, etc) to generate interest, ideas, and financial resources for the operational program of the Center
  • Identify a group of supporters of the Learning Center and prepare with them the Mission, Operational Work Plan, Budget, staffing, and governance structure for the Center
  • Develop TOR for Director of Center and help identify candidates
  • Consult with supporters of the Learning Center to develop a list of Board of Governors
  • Coordinate Learning Center Inauguration Ceremony, December 22, 2006
    - Work with United States Agency for International Development (USAID)'s Regional Development Mission/Asia (RDM/A) Office, Kampuan Field Site Office and the CoP
    - Develop agenda in partnership with USAID RDM/A
    Coordinate logistics
    - Prepare posters and brochures

Deliverables:

  • Learning Center Inauguration Ceremony Agenda
  • Learning Center Operational Plan and budget, signed by Learning Center Supporters
  • Guidelines on management structure and staffing
    Timeframe: September 2006 - January 2007

Preferred:

  • Thai national with oral and written English fluency
  • At least 5 years of working experience of similar tasks
